In order to implement the major national strategy of ecological protection and high-quality development in the Yellow River Basin, the general tone of the Ministry of Water Resources of "compensating for weak points in water conservancy projects and strengthening supervision of the water conservancy industry" and the autonomous region's strategy of alleviating poverty and enriching the people, water-saving transformation was implemented in the local irrigation area to improve water resource utilization efficiency and provide reliable water source guarantee for urban and rural residents' lives, industry and agricultural industries.
