Tianjin Precision Instrument and Technology Co., Ltd. (referred to as "Precision Instrument") is a high-tech enterprise with precision testing technology and IoT technology at its core. Relying on the research background of the School of Precision Instrument and Optoelectronic Engineering at Tianjin University and national key laboratories, it focuses on the safety monitoring and testing fields of oil and gas, thermal power, water conservancy, and municipal pipelines.

1. In-depth Technical Accumulation
Since the 1990s, the project team has been deeply involved in the field of pipeline inspection and monitoring, and the leak monitoring technology developed for oil pipelines has been applied to over 30,000 kilometers of pipelines. The "Oil Pipeline Leak Detection and Location Technology" won the National Science and Technology Progress Award (Second Prize), and the "Method for Detecting Leaks in Oil and Gas Pipelines Based on Pressure Signal Inflection Points" won the Tianjin Patent Gold Award. The research work has received support from major projects such as the National Key Research and Development Program and the National Natural Science Foundation.
Under the leadership of Professor Feng Hao, the founder, Jingyi Jingce has developed a complete set of technologies, series of equipment, and monitoring systems based on critical technologies such as pressure monitoring and analysis, distributed fiber optic sensing, internal pressure detection of water pipelines, and deep learning algorithms, in accordance with engineering practices and needs, achieving a leading position both domestically and internationally. By 2024, Jingyi Jingce has obtained 41 invention patents and 25 software copyrights. The research and industrialization of "Key Technologies for Real-time Monitoring and Safety Warning of Long-distance Pipelines Using Distributed Fiber Optics" was awarded the Tianjin Science and Technology Progress Award (Second Prize) in 2024.

课题团队自20世纪90年代起深耕管道检测监测领域，研发的输油管线泄漏监测技术已应用于超3万公里的管道。“原油管道泄漏检测与定位技术”获国家科技进步二等奖，“基于压力信号拐点检测油气管道泄漏的方法”获天津市专利金奖，研究工作得到了国家重点研发计划、国家自然科学基金等重点项目的支持。
精仪精测在创始人封皓教授的带领下，结合工程实际和需求，研发了围绕压力、水声监测与分析，分布式光纤传感，给水管道带压内检测，深度学习算法等关键技术的成套技术、系列装备和监测系统，处于国内国际领先水平。至2024年，精仪精测已取得发明专利41项、软件著作权25项。“长输管道分布式光纤在线监测及安全预警关键技术研究与产业化”获得2024年天津市科技进步二等奖。

The "Distributed Optical Fiber Pipeline Safety Warning System" developed by Jingyi Inspection and Measurement has been included in the "Key Promotion Directory of Advanced Practical Technologies in Water Conservancy for 2023". The "Listening - Water Pipeline Detector" and "Pressure Water Listening Monitoring System" have been included in the "Technical Product Promotion Directory for Urban Lifeline Safety Engineering Monitoring Technologies in 2024" and the "Quality Water-Related Product Promotion Directory of the China International Science and Technology Promotion Association County and Town Water Affairs Branch for 2024" and the "Directory of Advanced Applicable Technologies and Products for Upgrading and Increasing Efficiency of Municipal Water Supply and Drainage Pipeline Network (First Batch)" published by the Ministry of Housing and Urban-Rural Development in 2025.
As a core unit, Jingyi Inspection and Measurement participated in the compilation of the national standards GB/T 41055-2021 "Technical Requirements for Nondestructive Testing of Prestressed Steel Cylinder Concrete Pipes (Far-field Eddy Current Electromagnetic Method)" and GB/T 41057-2021 "Technical Requirements for Distributed Optical Fiber Acoustic Monitoring of Prestressed Steel Cylinder Concrete Pipes" and the "General Technical Requirements for Internal Inspection of Urban Water Supply Pipes". They also participated in the compilation of industry standards CJJ159 "Technical Regulations for Leakage Detection of Urban Water Supply Networks (Revised)" and CJJ244 "Technical Regulations for Non-dig Renewal and Repair Projects of Urban Water Supply Pipes (Revised)".

精仪精测作为核心单位参编GB∕T 41055-2021《 预应力钢筒混凝土管无损检测（远场涡流电磁法）技术要求》GB∕T 41057-2021 《预应力钢筒混凝土管分布式光纤声监测技术要求》《城镇给水管道内检测通用技术要求》等国家标准。参编CJJ159《城镇供水管网漏水探测技术规程（修订）》、CJJ244《城镇给水管道非开挖修复更新工程技术规程（修编）》等行业标准。
